FAQs:

Q: What is the Third Party Collection Program?

A: The Third Party Collection Program (TPCP) requires Military Treatment Facilities (MTF) to bill your Other Health Insurance (OHI) for outpatient visits or inpatient stays. DoD policy requires patients to fill out and submit their OHI information on the DD Form 2569 for processing at their local MTF.  Patients are required to fill this out annually or upon any change to your coverage.

Q: Who must participate in the Third Party Collection Program?

A: All beneficiaries, with the exclusion of active duty personnel, are required to participate in the program.

Q: What effect will this program have on my health insurance?

A: None. Health insurance premiums, unlike automobile insurance premiums, usually do not increase due to hospitalization.  This means that under most circumstances, rates stay this same.

Q: Where does the money go?

A: Payments from your healthcare insurer go back into the hospital operating budget to provide better support (hiring more doctors and purchasing medical equipment) to enhance the overall health care services offered to you.

Q: If the full cost of care is not collected, will I get a bill from the hospital or my insurance company?

A:  No. Most insurance plans have a deductible before it starts to pay.  When we file claims, the amount billed goes toward your deductible.  As a result, you will spend less money out of pocket and it will not have a negative effect on your medical treatment.
